APCC accusation misleading: PPA
ITANAGAR, Nov 1: People's Party of Arunachal (PPA) has responded strongly to a media report, wherein the APCC has accused the Chief Minister Pema Khandu of deliberately holding the resignation letter of Chief Engineer (PHED & WS) Lapalum Kri.
"It is a misleading and false accusation," PPA Spokesperson Kaling Jerang said stating that "Any person holding an office of profit cannot be considered as a candidate for election until his/her resignation letter is accepted by the competent authority."
"Kri is still the Chief Engineer of PHED &WS, GoAP thereby occupying an Office of Profit. The APCC has made a big political blunder by going to media naming Lapalum Kri as its official candidate for Hayuliang bye-election," the party Spokesperson claimed.
He said that Kri has applied for voluntary retirement dated on September 5, 2016 on domestic grounds. As per the Govt. Service Rules and procedures in force, particularly FR56 (k) of Fundamental Rules and Supplementary Rules, Part I, Jerang said, Kri would have retired from service after completion of the three months' notice period.
"However, there is a pending court Case vide WP(C) No. 6404/2016 in the Gauhati High Court, filed by the applicant Kri himself in which the High Court has issued notices to the parties on 27.10.16 returnable by four weeks. Since the matter pertaining to Kri's voluntary retirement is now subjudice before the Court, the Government needs to await the outcome of the said Court Case before taking any decision,"  he said.
Moreover, application for voluntary retirement can be accepted by the Govt. provided there is no pending vigilance case or any kind of prosecution, investigation or inquiry contemplated against the incumbent seeking voluntary retirement. But in case of Kri, a complaint has been lodged against him by a person from Anjaw district alleging misuse of his official powers in awarding contract works in the name of his wife which needs to be inquired into by the Vigilance Department before his case of voluntary retirement is considered by the Government, Jerang said.
With regard to acceptance of resignation of Dasanglu Tulang from the post of WC Meter Reader, the party spokesperson clarified that the resignation and Voluntary Retirement are two completely different cases.
"With tendering of resignation, an employee ceases to be in Govt, pay rolls while after retirement an employee still continues to be in the Govt. pay rolls by receiving pension. It is for this reason that procedures for acceptance of resignation and voluntary retirement are different. In the case of resignation, it can be accepted forthwith, while for voluntary retirement the procedures are more tedious," he added.

Properly investigate the alleged encounter

The killing of 8 SIMI under trial terrorists in an alleged encounter at Bhopal raises several questions. The 8 men were gunned down after they escaped from Bhopal central prison in a daring jail break. Since the report of alleged encounter emerged few unverified and disturbing videos about encounter have surfaced too. Madhya Pradesh police claimed that terror suspect was killed in an encounter and those SIMI men had first started the firing. However questions are being raised on the veracity of police claims. The video accessed by various media outlets showed the SIMI operatives lying on the ground almost bunched together with police personnel firing a shot to make sure all of them are dead. No guns were spotted near the dead terror suspects in the video, though a policeman is seen pulling out a knife from one of the bodies.

Opposition parties have quickly reacted and have demanded an inquiry into the incident. On the other hand central government and BJP government of Madhya Pradesh have dismissed allegation of fake encounter and have accused opposition parties of playing vote bank politics. But human right bodies like National Human Rights Commission and Madhya Pradesh human rights commission have swung into action and sought complete detail of alleged encounter from the state government. This is a good move. Even though the 8 men belonged to an outlawed group like SIMI but it does not give police the license to kill them in such a cold blooded manner. If we closely study the videos being circulated in national media it clearly indicates that 8 men were killed in a pre-planned manner and there was no encounter as the police claimed. There should be proper investigation into the matter. Investigation should be led by retired Supreme Court judges. Indian legal system is strong enough to ensure that those who act against nation get punished. India is not an outlawed country that the under trial will be killed in such ghastly manner. How much the heinous criminal they may be but they should have been tried under law.

Enhance salary of Radiographer

Dear Editor,

The Arunachal Pradesh Radiographer workers would like to express our grievance and agony to the govt. of Arunachal Pradesh, especially to Chief Minister Pema Khandu and Chief Secretary of Arunachal Pradesh Mrs. Sakuntala Gamlin. The Radiographers of Arunachal is facing immense problem due to following issues under Dept of Health Services:

I. That the fixation of the pay for Radiographer is not as per the qualification of I0 + 2 Diploma holders, which is on 4200 GP or above for others.

II. Due to lack of proper updating of RR (Recruitment Rule) of Radiographers, we are still unfairly stuck on 2400 GP, which is the scale for Certificate course holders and Group D scale.

III. The other I0+2 diploma holders like Junior Engineer, Pharmacist, Lab Assistant, Assistant teacher etc  are getting the scale of 4200 GP to 4600 GP respectively; as compare to Radiographers, having same qualification with equal duration of course.

IV. Above all, every day Radiographers are facing risk of harmful expose of X- rays, which is slowly increasing in body on percentage wise and is infecting the vital organs of body parts for which there is no remedy. At least, for that the govt. must provide some allowance as alternate relief to Radiographers.

So, we the radiographer employees of Arunachal Pradesh would like to request the CM and Chief Secretary of Arunachal Pradesh to take serious note of the issue and direct the concern Department to enhance the basic pay of Radiographer to 4600 GP as positively as possible.

Yours,

Tamo Karko

Recruit in proper manner

Dear Editor,

First of all I would like to thank the media fraternity, especially Arunachal Times, for highlighting corrupt practices in many departments of the state. In particular, due to your highlighting of the corruption issue, the concerned Education Department of Lower Subansiri district has done well to advertise the vacant posts for proper interview. As an unemployed youth I welcome such noble gesture by the department which is in right direction.

Therefore, I appeal the concerned authority to advertise the vacancy due to untimely demise of late Koj Bida. We are a group of RTI activists and it has come to our knowledge that at the behest of some powerful people of the locality the department is trying to appoint someone in his place. The Deputy Commissioner of Lower Subansiri District is highly requested to turn down such atrocious proposal and continue to recommend it for formal recruitment through interview process. At a time when the Deputy Commissioner is even dilly-dallying the recruitment for MPW and other posts in the Heath Department of the district this move will be very unwise and is likely to tarnish his reputation along with the other officers of the concerned department.

I firmly believe the DC and DDSE are aware of the situation. This letter should not be taken as otherwise but rather as a corrective one.

Yours,

H.Tapa

E-SS Sector, Itanagar.

Undesirable behavior

Dear Editor,

Through the column of your esteemed daily I would like to put my viewpoint regarding the newly established Vishal Megamart in Itanagar.

These big malls are known for their customer service and good behavior but unfortunately this is not so with the above mentioned mart. I went there on the 30th of October, 2016, with some friends. On reaching the counter after 40 minute I saw that there was a variance between the offer price and asking price. When I enquired further as why there was such anomaly, cashier told me "Computer me aisa hi aa raha hai to itna hi dena parga. Rs 160 price ka hai wo, Rs 111 me mil raha hai aur kitna km karega. Lena hai to lo nahi to paisa wapas lelo, apka piche line bohot Lamba hai....”

Later I found out that the extra cost was due to VAT. The behaviour of the cashier however was unacceptable. He should have explained the matter to me.

I hope that this message reaches to the desired destination and they address the issue as soon as possible.

Yours,

A concerned but

frustrated customer
