Three injured as Mini truck plunges into river

ITANAGAR, Nov 1: In a freak incident, a mini truck bearing registration number AR19-0187 has reportedly plunged into Torung River between Rongtey Ritey Village and Chambang town after dilapidated log bridge that connects Palin and Chambang CD block under Kra Daadi district collapsed on Tuesday afternoon.
It is said that incident happened when ill-fated truck carrying few bags of cements and three people including the driver were crossing over log bridge.
Sources from Palin informed that two persons identified as Charu Yagung, Charu Yaying and the driver were reportedly injured. They were later brought to Palin hospital this evening.
It is also said that the dilapidated log bridge was the only means of communication in the said road and over the years the vehicles were plying over poorly maintained log bridge. This daily could not able to contact the authority for official confirmation.
APCC accusation misleading: PPA
ITANAGAR, Nov 1: People's Party of Arunachal (PPA) has responded strongly to a media report, wherein the APCC has accused the Chief Minister Pema Khandu of deliberately holding the resignation letter of Chief Engineer (PHED & WS) Lapalum Kri.
"It is a misleading and false accusation," PPA Spokesperson Kaling Jerang said stating that "Any person holding an office of profit cannot be considered as a candidate for election until his/her resignation letter is accepted by the competent authority."
"Kri is still the Chief Engineer of PHED &WS, GoAP thereby occupying an Office of Profit. The APCC has made a big political blunder by going to media naming Lapalum Kri as its official candidate for Hayuliang bye-election," the party Spokesperson claimed.
He said that Kri has applied for voluntary retirement dated on September 5, 2016 on domestic grounds. As per the Govt. Service Rules and procedures in force, particularly FR56 (k) of Fundamental Rules and Supplementary Rules, Part I, Jerang said, Kri would have retired from service after completion of the three months' notice period.
"However, there is a pending court Case vide WP(C) No. 6404/2016 in the Gauhati High Court, filed by the applicant Kri himself in which the High Court has issued notices to the parties on 27.10.16 returnable by four weeks. Since the matter pertaining to Kri's voluntary retirement is now subjudice before the Court, the Government needs to await the outcome of the said Court Case before taking any decision," he said.
Moreover, application for voluntary retirement can be accepted by the Govt. provided there is no pending vigilance case or any kind of prosecution, investigation or inquiry contemplated against the incumbent seeking voluntary retirement. But in case of Kri, a complaint has been lodged against him by a person from Anjaw district alleging misuse of his official powers in awarding contract works in the name of his wife which needs to be inquired into by the Vigilance Department before his case of voluntary retirement is considered by the Government, Jerang said.
With regard to acceptance of resignation of Dasanglu Tulang from the post of WC Meter Reader, the party spokesperson clarified that the resignation and Voluntary Retirement are two completely different cases.
"With tendering of resignation, an employee ceases to be in Govt, pay rolls while after retirement an employee still continues to be in the Govt. pay rolls by receiving pension. It is for this reason that procedures for acceptance of resignation and voluntary retirement are different. In the case of resignation, it can be accepted forthwith, while for voluntary retirement the procedures are more tedious," he added.
Mountaineering expedition flagged-in
ITANAGAR, Nov 01: The women mountaineering expedition team and Korean Expedition team, which surmounted the Mt. Gorichen East, (6222 mtr) and Mt. Mera Peak, (6476 mtr) respectively recently, were flagged-in here on Tuesday.
The expedition teams were received and felicitated by Sports and Youth Affairs Minister Rajesh Tacho, Secretary Sports Dani Sulu, Sports Authority of Arunachal Chairman Gora Makik, officers and officials both Sports and Youth Affairs Departments, principal of SLSA and AMASA president, among others.
Congratulating the team members, Tacho suggested them to promote such mountaineering activities within Arunachal Pradesh and identify new mountaineering and trekking routes.
He hoped their success would inspire other youths in the state towards mountaineering and other adventure sports.
The Minister also assured his support for such activities to divert the youth's attention from unproductive activities.
Earlier, Team Leader Anshu Jamsenpa gave a PowerPoint presentation on both Mt. Gorichen East and an unnamed virgin peak (6493M), where were scaled on October 18 and 21.
Taka Tamut also presented a brief report on the successful expedition to Mt. Mera Peak, (6476M) on October 20.
The women team for Mt. Gorichen East included, Anshu Jamsenpa (Team Leader), Tine Mena (Deputy Team Leader), Muri Linggi (Arunachal Pradesh), Apali Lombo (Arunachal Pradesh), Gunbala Jodhana (Rajasthan), Dr. Winnie Panwar (Maharashtra), Madhvi Sharma (Uttarakhand), Sabita Mahato (Bihar), Supriya Dey (West Bengal) and Shanti Rai (Sikkim).
Taka Tamut from Arunachal Pradesh was among the Korean Expedition team.
APSCW conducts 2 days legal awareness
ITANAGAR, Nov 1: Two days legal awareness programme was organised by Arunachal Pradesh State Commission for Women (APSCW) at Kaying in Siang District and at Mechukha under West Siang District on October 24 and 25 respectively.
The programme at Kaying was organised in collaboration with Adi Bane Kabang (ABK) Women Wings Kaying on Domestic Violence/ POCSO Act/ Free Legal Aids/ Women's Legal Rights and properties.
Speaking to more than 250 villagers including government employees at Kaying Community Dere, APSCW Chairperson Mitali Tingkhatra said, "Every woman should know their legal rights and the rights of their children."
Stressing on abolishing polygamy, she said that the practise of polygamy not only destroys marriages but also the lives of their children and people related to them. The Chairperson requested young generation not to practise polygamy or differentiate between girl and boy child.
APSCW Member Secretary Yame Higio explained about the power and functions of the Commission.
APSCW Member Oter Ering Tayeng encouraged the participants to report any kind of domestic violence to the nearest police station, magistrate, protection officers and service providers.
Activist Hoksum Ori explained about women's legal rights. Discouraging gender discrimination, she requested all to give equal privileges to both male and female child. She also stressed on marriage registration which will not only subdue polygamy but also help to avail benefits if any unfortunate circumstances happen with any spouse.
Resource person Advocate Kebom Taso spoke on Protection of Children from Sexual Offences (POCSO) Act, 2012 and Free Legal Act. He further explained about free legal aids provided to people who cannot afford advocates fees.
Ex-Anchal Samiti Member Jome Jamoh and Kaying ADC Gyabo Pertin requested the Commission to take up liquor problem to the concerned authority.
At Mechukha, the programme was organized in collaboration with Mechukha Branch of Arunachal Pradesh Women Welfare Society, West Siang.
Speaking on the occasion, APSCW Member Duma Yekar discouraged Domestic Violence.
APSCW Chairperson Mitali Tingkhatra urged the participants not to misuse legal rights and stressed on education for both boys and girls. She also briefly informed about child laws.
Mechuka APWWS president Yachuk Ragyor Koje encouraged the participants to take advantage of the information provided during the programme.
Mechuka ADC in-charge Dr Gumpe Rime requested women participants not to misuse their rights and advised them to spread the knowledge and information in the villages. He further requested the Commission to organise such awareness programmes in other parts of the area also.
Commission members and officials also visited Mechuka Police Station. Speaking to the APSCW representatives, The Officer-in-Charge Tayor Kochung requested the Commission to discuss the matter with higher authority to post or provide female officers and constables in the Station.
On October 26, representatives from the commission had a meeting with the APWWS, Aalo and also counseled victims of domestic violence. They also visited Aalo Police Station.
PMC introduces tricycles for door-to-door garbage collection
PASIGHAT, Nov 1: Pasighat Municipal Council (PMC) on Monday introduced tricycles for door-to-door collection of household wastes in all 12 municipal wards.
It was formally launched by MP Ninong Ering and Pasighat MLA Kaling Moyong in presence of Chief Councilor Kaling Doruk, MEO A Koyu, EE D Padung and councilors of all wards, at the main market Gandhi Chowk.
While addressing the gathering, Ering appreciated the efforts of PMC stating that tonnes of garbage is generated everyday in the municipal limits and launching of tricycle for door-to-door garbage collection was essential to keep the city clean.
"People should shoulder their responsibilities seriously. They should neither litter, nor let others litter to fulfill Mahatma Gandhi's dream of a clean and hygienic India," he said and appealed the public to join the cleanliness drive, launched by the Prime Minister Narendra Modi under Swachh Bharat Mission (SBM) that turned into a national movement.
Earlier, MLA Kaling Moyong exhorted people to become active participants in cleanliness activities across the oldest town. Picking up the broom to clean the dirt is a good practice and a sense of responsibility has been evoked among the people through SBM movement.
Moyong while appreciating the East Siang DMO, has said due to extra efforts of DMO and his team for source reduction and preventive measures, dengue and malaria was remarkably controlled this year. Pasighat has full potentials to achieve "Smart City" in next phase he asserted and urged the people to maintain cleanliness and hygiene environment and to spread the message of peace and tranquility which are prerequisite to achieve the goal.
CC Doruk informed that twelve tricycles were provided for a month on trial basis in the first phase and as per requirements, more tricycles would be issued in coming days to cover every nook and corners of the township by the civic body. DIPRO
DCM Chowna Mein granted royal audience with Princess
ITANAGAR, Nov 1: The Deputy Chief Minister Chowna Mein in the capacity of President of the Tai Khamti Heritage and Literature Society (TKHLS) Chongkham attended as Royal audience with Her Royal Highness (HRH) Princess Maha Chakri Sirindhorn of Thailand at Chitralada Palace in Bangkok on Monday. He was accompanied by his wife and former MLA Namsai Nang Sati Mein along with members and supporters of the World Tipitaka Foundation (WTF) Thailand.
The Deputy Chief Minister was part of the WTF to receive a Royal Audience at the palace event. He along with the members of WTF had a chance to Royal Audience with Her Royal Highness for 15 minutes who had spared her valuable time interacting with them.
Gladly recalling her visit to India in the year 2009, HRH spoke of her experience during her visit to one of the Tai Phake villages in Assam where she communicated regarding the cultural similarities and beliefs that still exists between the people of Thailand and Tai people residing in India despite centuries of separation. She informed that the identities, traditions and cultures of Tai people of India are very much similar to the people of Thailand.
The Deputy Chief Minister speaking on the occasion said, "It is truly significant honour and kindness for allowing of this royal audience with HRH Princess Maha Chakri Sirindhorn. Not only for myself but the entire Tai ethnic people of our region are greatly honoured by this invitation". He further briefed HRH of the rich and vibrant culture and tradition of the Tai Khampti people of Namsai district and requested her to visit the State.
During the meeting, DCM presented the Tai Khamti edition of the Tipitakas and opined that this meeting would further strengthen the bonds and ties which exist between the people of Thailand and Tai people of India.
Earlier, the DCM was also invited to a luncheon to meet other members of the World Tipitika Project at the Eastin Grand Hotel Bangkok on October 30 last.
'Rhythm for Charity' organized
SEPPA, Nov 1: With a view to raise fund for Kampu Hollen Orphanage (KHO), the 3rd edition of 'Rhythm for Charity' was organized by Buddhast Event Management group in collaboration with East Kameng Social & Welfare Cultural Organization (EKSWCO) at the auditorium of GHSS here on Tuesday.
Speaking on the occasion, EKSWCO, chairman, Khya Safar Pao appealed to all to extend a helping hand to the Kampu Hollen Orphanage and help provide a home for the homeless children. He further assured all possible help from the organization.
Pao further lauded Engineer Pai Dawe for donating the plot of land for the establishing the orphanage.
KHO chairperson, Renu Bengde in her address, said that development should be all inclusive and should reach everyone irrespective of tribe and age.

Training for barefoot technicians commences
ITANAGAR, Nov 1: The second batch three months training for barefoot technicians (BFTs) under MGNREGA commenced at a town hotel at Naharlagun on Tuesday.
Dr. VK Sharma, Senior Core Faculty of SIRD, who inaugurated the training, exhorted the participants to sincerely attend the training and acquire the required knowledge and expertise for smooth implementation of the world's largest wage employment programme.
Dr. Sharma requested the participants to value the expectations of their nominating BDOs, parents to undergo the training and become BFTs by qualifying the certification process to be conducted by Agriculture skill Council of India (ASCI).
Lecturer of DN College Dr. Madhupurna Bhattacharjee explained about BFTs.
SW Bagang, AD, SIRD-cum-State Nodal Officer, BFT highlighted on course contents, which included layout, estimation and measurement of works, assistance to the existing village and block level Govt. functionaries for smooth implementation of the scheme (MGNREGS).
The participants of the second batch programme are from East Kameng, Kra Daadi, Lower Dibang Valley and Longding districts and will last till January 31, 2017.
First batch of the training programme is also being held at SIRD simultaneously.
Nalong Mize is new state BJP media secretary
ITANAGAR, Nov 1: Former Adviser to Chief Minister of Arunachal Pradesh and Alumnus of Indian Institute of Mass Communications, New Delhi, Nalong Mize is the new State Media Secretary of Bharatiya Janata Party (BJP), Arunachal Pradesh unit.
Recognizing Media as the fourth estate of democracy, Mize will endeavour to maintain a transparent communication process with the media fraternity in the State.
Mize believes that with effective communication with people about the vision and values of BJP, eventually general public in Arunachal Pradesh will realise that BJP is indeed a party with a difference.
Mize, who holds degree in Sociology (Hons) from Hindu College, University of Delhi, is the only Leadership for Environment and Development, (LEAD) Fellow from the State - a fellowship that was founded after the Rio Earth Summit with a grant from Rockefeller Foundation USA in the United Kingdom with country programme in India.
He comes with long years of experience in diverse sectors - government, corporate and development sector. He was associated with the development sector in Arunachal Pradesh for a long time. He worked in the realm of empowerment and economic upliftment at the grassroots level and policy advocacy on sustainable development at the higher echelon of governance in the State as well as in the Himalayan Region of the country.
For his work in sustainable development sphere, Mize was recently conferred the prestigious True Legends Award - North East by Telegraph newspaper.

SC issues notice
ITANAGAR, Nov 1: While hearing the petition filed by one Sesom Pao against the judgment and order of the Gauhati High Court Itanagar Permanent Bench on August 6, 2015, the Supreme Court of India had issued notice to the respondent No 2 only in the first instance on Oct 3, 2016.
It is worth mentioning here that the High Court had imposed a fine of Rs. 50000 to the petitioner Sesom Pao for his PIL claiming that the state RWD department is laying a road on the already existing road running from Banderdewa/Tarajuli to Hollongi/Chakma resulting in unnecessary and redundant expenditure.
While dismissing the petition with a cost of Rs 50000, the HC order had said, "… the filing of the PIL was a speculative one and misadventure resulting in wastage of time and putting the state machineries to undue strain to answer the frivolous questions raised."
NSS volunteers clean up college campus
ITANAGAR, Nov 1: Over 200 National Service Scheme (NSS) volunteers of Jawahralal Nehru College, Pasighat conducted a cleanliness drive at the college's lower campus on Tuesday.
The drive was conducted under the supervision of the college's Principal, Tayek Talom along with NSS Programme officers, Temin Payum, Kento Kadu and Ing Perme.

Mission open defecation free concludes at Diibo

A mass meeting cum awareness was organised by All Diibo Youth Forum and Apatani Youth Association highlighting health hazards of traditional pigsty cum toilet system practice by Apatani community and to urge people to adopt sanitary toilets.

Awareness prog. conducted on children's education
YINGKIONG, Nov 1: An awareness programme on children's education and social education was organized at GHSS Tuting on Friday.
Speaking on the occasion, Vice Principal-cum-in-charge Principal, Duhon Tekseng briefed on the importance of children's education and social education.
Tuting ADC, Kabit Apang and BEO Tuting Block, H Bomong along with PRI members, public leader, senior citizens, officers, HoDs and members of NGOs and students' union also attended the programme.

Taloh condoles death of ASM
ITANAGAR, Nov 1: Adviser to Chief Minister Tapang Taloh has deeply mourned the premature demise of Omak Tamut, ASM, Lilleng under Boleng Administrative Circle on October 31.
Tamut was a popular leader in the area and his selfless services to the people of the area will be remembered by the people of the area in the years to come, Taloh said in a condolence message.

ITANAGAR, Nov 1: All Nyishi Students' Union (ANSU) expressed profound grief and sorrow over sudden demise of former Co-Convener (2002-04) of the union Akom Jumlam Ligu on October 30.
He was a very sincere, hard working leader and down to earth person. His untimely demise is a great loss to the society," ANSU said in a condolence message to the bereaved family members.
The entire ANSU team conveyed heartfelt condolence to the bereaved family and prayed for eternal peace of the departed soul.

KHONSA, Nov 1: The officers and staffs of DC Office Khonsa assembled at the office's premises here on Monday last to mourn the demise of Tosai Khoiyang, a staff of the office on the same day.

Land donors applaud Govt decision for women college
ITANAGAR, Nov 1: The land donors of first women college of the state proposed at Poma village have welcomed the decision of state government to select Poma as permanent site for the college. At present the said college is operating from a building belonging to the Department of Urban Development at Lekhi. In a press release Techi Tubin, who is one of the six land donors, on behalf all the land donors have appealed state government to fast-track the project.
"We thank Education Minister Honchun Ngandam, Minister (urban) and local MLA (Doimukh) Nabam Rebia, Parliamentary Secretary (Education) Bamang Felix, officials of education department and Panchayat leaders for this noble initiative. We believe recent visit of education minister to the proposed site will give further fillip to the project. The land donors will extend every possible help to the education department, so that this dream project starts at the earliest," said Tubin. He further appealed Papum Pare district administration to start process of land acquisition as soon as possible.
Death mourned
ITANAGAR, Nov 1: The members of Kra-Daadi district unit of the All Nyishi Youth Association (ANYA) has deeply mourned the demise of its Co-Convener, Sosar Daniel who died on Oct 29 last at Niba Hospital, Naharlagun after a brief illness. 24 years old Daniel is survived by his parents, wife, 2 brothers and 4 sisters.
Terming his death as a great loss for the Association and the society as well, the ANYA Kra-Daadi district unit, President, Techi Dokum further prayed to the almighty to bestow enough strength to the bereaved family to bear the irreparable loss.
The Bingdung Sosar Society has also extended its heartfelt condolences to the bereaved family of Sosar Daniel and prayed to the almighty for the eternal peace of the departed soul.

ITANAGAR, Nov 1: Assistant Teacher (A) Dare Rui of Government Primary School, Sangrik Hapa, Itanagar has died here on Tuesday after prolonged illness.
Meanwhile, the teachers and staffs of the school have in a condolence message, extended heartfelt condolences to the bereaved family of late Dare Rui and prayed for the eternal peace of the departed soul.
